IHAC that has a full non-global zone and is having an issue patching the
zone. Customer goes to install the recommended patch list and it
installs on the global zone fine. On the full non-global zone he gets
errors similiar tothe following:

sedona% more 118712-09.log.9307
Package not patched:
PKG=SUNWpfb.u
Original package not installed.
Package not patched:
PKG=SUNWpfb.us
Original package not installed.

This appears to be an attempt to install the same architecture and
version of a package which is already installed. This installation
will attempt to overwrite this package.

Dryrun complete.
No changes were made to the system.

If I'm understanding you properly, here's the issue:

When you install a patch on the global zone, it is also installed on all non-global zones. So if he applied it to the global zone, it should already be applied to the non-global zone. Thus, he would not be able to re-apply it to the non-global zone.

I believe that is true for sparse zone but I thought non-global zones
are root zones unique from the global zone, So if that is true if the
customer installed the patch on the global zone and it installed on the
non-global zone, the patch would be seen on both zones...Customer is not
seeing the patch on both global zone and non-global zone...customer is
seeing the patch on the global zone only..so what is being done incorrectly

I know that there are problems with the patch clusters at present
see bug-id

6407693 06.04.01 S10 Recommended Cluster has an incorrect patch install order

basically 119254-19 is being installed before it's required patches,
which leads to it not installing.

Possibly this might have caused some problems for you

Do you have a log of the recommended cluster installation?

I have installed this patch to whole-root zones and not seen any issues,
I suspect that somehow the patch utiltis patch dod not install before
118712?

I notice that from the logs 119254-19 installs before 118712-09

But there are numerous references to also installing 119254-10 and
118712-08, which looks incorrect to me

What setup do you have ie
FCS
update 1
what install metcluster ie SUNWCall etc.
What was the patch level prior to applying these patches?
What state was the zone in ( appears to have been halted )

Any other info that would allow me to reproduce this.

Do you still have this particular cluster, I'd like to have a look at it.

Zone 5 is the only zone with a whole-root build. You have the
/etc/zones/zone*.xml files to build from=85
